* Fixes to make SizeVerifier work.
In particular change all the places in the Flatbuffers library
and generated code that were using `Verifier` to instead use
`VerifierTemplate<TrackBufferSize>` and wrap them all inside
`template <bool TrackBufferSize = false>`.
Also add unit tests for SizeVerifier.
