Workaround broken gnumake realpath on Windows.

Also, added missing build scripts for flatc on Windows and fixed
numerous issues in the flatbuffers/android/jni/include.mk makefile.

Tested:
Verified dependent project (motive) can generate flatbuffers headers
with these changes on Android.
